I thought they looked Western so I rather think that the boot decoration is the right answer. However, if they are attractive to steam punk enthusiasts then it matters not what they were made for but what such people are prepared to pay for them.

They look very similar to something that I've seen before and those were used as leather 'stirrup' type decoration for cowboy style boots. They were decorated leather with no fastener.

There is no writing (stamp) anywhere, and the exact measurement across is 34mm (1¼")
The exterior measurement is approx 350mm (about 13¾")
I've asked around the "horsey" circuit.....and no-one has a clue!
They don't even resemble anything that you can buy nowadays.
The mystery continues..........
