I think a seller has to go negative to -3 or gain several negative feedbacks in a row to get suspended. Pretty sure it is written down somewhere in the Help pages - but I couldn't locate it with a quick look.
Like all such things on eBid...it's effectiveness is dependent on how well eBid police it (so possibly not very effective).

They shouldn't give buyers/sellers the function to modify the feedback once it has been made. You shouldn't be able to give 'positive' feedback, then just change it to 'neutral' after having already given out a 'positive.'
