A new buyer has placed a bid on an item and now wants to cancel the bid!! - can I do this?, or is it down to the bidder?

You can do it by placing the bidder on your blackball list, there is a tick box option to remove current bids.

Don't forget to un-blackball them if you don't want to permanently block them from bidding on or buying items for you.
While I have no problem with the method described for cancelling a bid that a bidder wishes to retract, I have certain reservations about whether or not I would un-block the individual. After all, the time to consider if, when and how much to bid, is something that a bidder needs to determine before placing a bid. If the bidder isn't aware of the nature of auction sales and the sanctity of the bidding process, do you really want them bidding on your items?
I did say:
It's the individual seller's choice. Only they know the details of the transaction and how they wish to handle it. I was merely flagging up that if they didn't want to permanently block the buyer as well as removing the bid they would need to remember to remove the blacklisting after removing the bid.
Having been an auctioneer I have certain ideas about the sanctity of placed bid. Of course, it is up to the seller as to how they wish to run their own business, but personally, I'd leave someone that retracts their bid blocked until the devil gets frostbite.
Oh! Nice Sig! Not quite for me though.
