I've been able to make some eye-catching sites with Weebly and found that their free version was robust enough for whatever I wanted to do. Their customer support has been good the few times I've contacted them. The last 2 Weebly sites were for selling a van, and for adopting out a litter of kittens. Worked great :-)
Can you use Tumblr, Pinterest, or another social media site for your project? Most people have a hard time getting traffic to their personal site so building the entire project on a social site, or having a social presence that sends people to their personal site, ends up working better than a standalone website does.
