G&M have always been quick to add new sub cats but top level categories take more effort and happen less often. In the long run I agree that this one would be good.
Most of your suggestions for sub-categories are excellent (IMHO!) except that I would make stair gates just "safety equipment" to include plug covers and all that stuff.
