The medal relates to "Harold Hicks" who was a professional rider for the Douglas Motorcycle company throughout to 1920's and 1930's.
The item measures approximately 24mm in diameter and weighs 10.4g.
Clearly hallmarked for Birmingham 1929 "E" along with a "J.M" manufacturer mark, most likely for;
"Joseph Moore."
